COWPEN BEWLEY (CLOSED) LANDFILL SITE LEACHATE TREATMENT PLANT

Operator: Cleveland County Council (now run by Stockport BC)
Location: Billingham, Teeside, Cleveland, Englnd
Operational: Summer 1996 to date.

Aspinwall (now Enviros) provided leachate management expertise for a ‘design and build’ project at Cowpen Bewley Landfill, and developed a leachate collection, treatment and disposal scheme for the site. This was the first scheme we completed at a closed, capped, and restored site.
 
This site, now closed and well restored, continues to generate leachate, and requires investment in an on-site plant. Finance had to be entirely from the rates. All the revenue which might have been available from the site had ceased with closure and capping. However, substantial contamination of the river which runs beside the site was occurring. Therefore, control of rising leachate levels within the site, and provision of on-site leachate treatment facilities to render the leachate suitable for further treatment at the nearby sewage works, was essential.

This project was carried out in collaboration with Thomas Armstrong (Construction) Limited.
 
Aspinwall undertook all design, specification, and process commissioning work, necessary for construction of a single lagoon extended aeration system to treat up to 100 m3/d of leachate.
Enviros continued to work for this client, providing operational back-up for the council's officers, from 1996 - 2001, and the plant continues to operate very successfully.

Why do we continue to display case studies of such old sites?
We agree that they are far from the “cutting edge”, and certainly not “state of the art” for the UK, and elsewhere. Nevertheless, the site owners continue to use them, and when asked we continue to provide support. Such designs continue to be appropriate for some projects, and in some countries.
