IPPC Applications for Leachate Treatment Facilities
In the UK, the implementation of the European Landfill Directive in appropriate cases required leachate treatment facilities to be permitted by 2005 - except for very small plants and possibly methane stripping plants.
On site leachate treatment facilities which were already installed when an application was submitted for the landfill site itself will have already been permitted, and in future all on site plants will continue to be permitted within the landfill site permit.
However, there are many UK leachate treatment plants (mostly installed before 2000), which have been installed to closed landfills, which so far have not been permitted under IPPC..
BAT guidance for installations in England and Wales, is available on the Environment Agency (EA) web site to assist applicants.
All leachate treatment facility designers and operators should be aware of these Environmental Permit requirements, and for all but the very smallest plants, should plan for the submission of applications for their installations, unless permitting is already in progress or completed
Some Leachate Treatment Plants and most Methane Stripping Plants may be deemed not to fall within the scope of Environmental Permitting. We recommend early discussion with the EA.
