IPPC Applications for Leachate Treatment Facilities

In the UK, the implementation of the European Landfill Directive is progressing to a timetable which will require all leachate treatment facilities to be permitted by 2005 - except for very small plants and possibly methane stripping plants.

On site leachate treatment facilities which were already installed when an application was submitted for the landfill site itself will have already been permitted, and in future all on site plants will continue to be permitted within the landfill site permit.

However, there are many leachate treatment plants (mostly installed before 2000), which have been installed to closed landfills, which so far have not been permitted under IPPC.

Another possible class of landfills, for which on site leachate treatment facilities will need soon IPPC permitting, is those which are to be closed before the IPPC implementation deadline. After this date all non-compliant landfills must be closed, and the only open landfill sites will be those which have been permitted under the Directive.

 

The Environment Agency is progressing the provision of UK BAT guidance, to assist PPC applicants, and Enviros is assisting the Agency with this work.

All leachate treatment facility designers and operators should be aware of these PPC permit requirements, and for all but the very smallest, should now be planning for the submission of applications for their installations, unless permitting is already in progress or completed.

Enviros understands that there may be some method under which Methane Stripping Plants may be deemed not to fall within the scope of IPPC. This may be through exemption or other means currently being considered by the EA.
